Well if your sure it's the horn.. Remove it.. Then remove the small adjustment screw on the back of the horn and spray some PB blaster in there... Let it sit for a few minutes then bang the horn around hard for a few minutes...then replace he screw and plug it back in...
I don't know which horn that one is but if it is the "A" note horn I have a brand new AC Delco replacement horn you can have for $10. plus shipping. In fact, I have two or them, both"A" note so if anyone else needs one they can have it for the same price.
Head to your local junkyard and find a pair of horns from a early 70's Caddy, Buick Electra, or Olds 98. These horns are much louder than the wimpy horns the factory installed in the later years. Try to get the horns as a pair from one car or if you have to search around a number of cars, get horns that are mounted on opposite sides of the car to make sure you get the different notes.
These older horns mount the same way with a single bolt, they have the same single wire connector, and the C4 relay will provide enough current.
