Default Detailed LTPWS problem

I have a 96 with low tire pressure system. Car have little over 30k miles on it. LTPWS light came on, I have tech 2 and the actual Kent Moore LTPWS diagnostic box. Clear codes and and road test code 54. Blue right front. Replaced three right front blue sensors (from correct years) still get code 54 on both the kent moore and the on board module. NOW the weird thing is,if you are familiar with the system, it isnt supposed to set a code until about 5 to 15 minutes of driving. The LTPWS light doesnt come on the cars dash until that time, but the kent moore will show code 54 immediatly after codes are cleared and car is restarted. The Kent moore is basically a external LTPWS receiver module so both the on board and the kent moore showing code 54 cant be coincidence. Any thoughts?

The diagnostics says to replace the sensor and test drive. If code comes back, replace the reciever module behind the dash.

Seriously, thats what it says! Doesn't give you any method of testing either of the two, just says replace them in that order

Yeah, I have replaced the blue sensor TWICE now, no change, I and I have GM Kent Moore Tool that is basically a second external LTPWS reciever and it still shows codes for right front blue. Before I change the dash module - I have a new one here already- I am going to have ALL 4 tires broken down and visually inspect all the sensors and replace AGAIN the right front blue sensor. This problem falls outside the diagnostic tree of the service manual...as most dealers didnt have the LTPWS tester module and relied on the on board diagnostics.
