I have heard alot about it but haven't found anything on how to do it. I tried a search but didn't get any help. I have an 85 if it makes a difference.
I don't think you can gut the smog pump. (not sure that there is one) you can ,however gut the cats. to do that just remove them from the car get a long rod ,iron or somthing stout. and use a little elbow grease. punch the rod through the cat until it is clean.

he means the AIR pump just between the alternator and the throttle body
as for the question, i'm not sure but i imagine all you would really need left there is a pulley for the belt to go around. If i was just gonna gut it i would take it apart, unhook any electrical connections and put a new smaller pulley on it.
Not sure as to how to gut the smog pump, but I replaced mine with a pulley designed by BPP (Breathless Performance Products). Direct fit with all of the goodies and uses the stock belt.

I figured it out today. You just pull the back off (which is difficult to do), and then knock out the vains and bearings inside the cylender looking thing. Thus now it spins on only the front and rear bearing and no longer has its gutts.

That's what I did to my 85. Used an air chisel to cut out the vanes. They were made of a fiberglass-type substance.
Would this be the same procedure for my '84? Do we have the same part? I would like to do this also..

I believe it is the same part. The part number on my smog pump is:7882804. I think thats it. It's hard to read. That was the number on the black backing.
