I have a 91 Vert , fuel filter is located right front of car on top of the X brace, I do remember having to remove the X brace for replacement of the fuel filter. Maybe flush your P/S fluid, maybe another member can reply with a procedure.

always a good idea to grease the half-shafts, rack, driveline. Also while you're under the car, check and torque the c-channel from the rear end to the trans....if the bolts get loose at all, they can oblong the holes causing that brace to never tighten completely

my 91 coupe, filter is accessible without removing anything but a metal heat shield, a 5/8 and maybe 3/4 open end. new filter probaably won't come with the rubber o rings. my old one didn't have them, and the lines have a flange that mates with filter. no leaks in two years. do it when the pressure has bled off.

Do it with as little fuel in the tank as possible as fuel will siphon out
Or remove the supply line on top of tank

The x-brace was standard equip on convertibles only. You should be able to unbolt just the right front corner and the center attaching bolts and drop that arm of the brace for clearance.

Technically speaking, the wrench sizes are 16mm and 20mm. But, many use fractional sizes that usually will work.

The less fuel in the tank, the better. I suggest using new o-rings (specifically for gasoline and usually red as regular neoprene is dissolved by gas). If there is a fuel leak in this area, you will likely have a fire due to the close proximity of the exhaust.
