Default 92 conv horn relay

The horn doesn't work and I have a service manual, I'm just puzzeled as to how to access the relay/relays under the righthand side of the IP. There is a carpet shield under the steering wheel and behinde that is a corigated metal panel with 1/2" bolts. Is this the panel that needs to be removed?? If I can get to the relay I have experience in the electrical field. I just can't seem to find the easy access to get to the horn relay.
If someone could steer me in the right direction it would be a great help.

my experience is 91, and it is behind the carpeted panel above passenger's knees -under glove box.

does the horn sound if vats is armed? if so it is not the relay. you might have a grounding issue in horn button, which I had. in a very quiet environment, you can hear the relay click when horn is depressed, also can run it thru the CCM tests, aldl terminals a to g, on 91, yours is different terminals but the option is there.

Thanks for replying, not sure what the VATS is but the factory door alarm does make the horn blow. There is no clicking noise from under the dash when the horn buttons on the steering wheel are pressed.
The service manual implies it is on the right hand side of the IP (insturment panel?) so I'm guessing its on the drivers side, but I could be mistaken.

vehicle antitheft system. if horn works it is not relay. right? yes, I said it was under glove box, that's right side. sounds like horn button.

It's in the wiring to the steering wheel. Found out when the wheel was turned hard it would work. Now all I have to do is turn hard and honk.

look in the back of the FSM electrical supplement, they have pictures of the part locations.

it does not mean it is in the wiring to the wheel, plum, it may be in the wheel, right under the buttons. my 91 did that. removed the buttons, air bag, and found the single black ground wire had come loose from the grounding pin in the wheel. I wedged it back in location with a plastic wall screw anchor. over a year ago.

your buttons are diff but concept is the same. one ground wire.
