Shock rattle

Since I bought my car I have been trying to locate a nasty rattle in my rear right wheel well. Now I have found that the upper bracket that holds my shock in place is pulling away from the body. Has anyone else ever heard of this problem?

Are both bolts present. It should be 13mm bolts going up into the frame of the car that holds the shock in place.

I did see a small rubber nub, but unless there is a bolt under it there are none. Maybe I should actually pull off the other tire to compare instead of being lazy. :)
