no down shift / power loss?

Default no down shift / power loss?

I have a 1990 . When I take it out and get down on it, it doesn't down shift and seems like a loss of power. I have adjusted the trans shifting cable back more towards the driver hoping to get it to shift better and at higher RPM's, but it doesn't seem to have an effect. This acts almost like an old car I use to have when the vacuum came off the disrtibutors advance mechanism for the timing, but would like to have some other info from similar experiences. At this same time, the water pump is leaking and it must be replaced. It has about 80,000 miles and am also looking at timing gears and chain replacement as well. Could this be the problem? :confused:
