As far as "programming" the ECM, you would have to have a custom chip made for your car, then install it in the ECM. Keep in mind that as you add serious mods, you will have to keep changing an aftermarket tune. And don't bother with the pre-programmed chips from the accessory catalogs. They really don't do much of anything in terms of increasing engine performance.
BTW, a cold air intake kit is not really going to make a big difference in performance. You may gain 2-3HP at best.

People need to realize 2 very important things when shopping in the aftermarket aisle at the parts grocery store...
1. these claims come from people that want to SELL a product and will tell you it cures cancer to get your money.

So many of these claims are self explanitory if you read it and think it thru ...The lie is in plain sight...so they're not actually lying to you....you just didn't see the truth !
2. They support these claims and stay within the legal boundries by providing documented evidence that the claim is TRUE...and it is/was. On their test engine, in their test lab, with unknown engine mods, under strict controlled conditions.
Ever seen that fine print that says "your results may vary" ?
Beyond that, you bethca. Add up all those claims of an additional 7-10hp or 15 to 20 and you can bolt on at least 200 in a Saturday afternoon.
Don;t get suckered by aftermarket hype. HP comes from where it always did, designing an engine, doing the work and going thru the process.
