Take the VIN and proper ID and registration to a GM dealer. Generally speaking the VATS will NOT come back with a dealer request but stranger things have happened. Ask a locksmith if he has a VATS interrogator, ask the dealer how much for same service, try to find one to rent.
Those are the easiest solutions. You could have VATS on a '96 removed from the PCM but that requires service that most can't accomplish with the PCM out of the car or won't do it unless they have car and all ID etc in their hands.

The resistor pellet fell out of my key 300 miles from home. I did know the resistor code. On my 87 it could have take an hour to start the car. With the right code he was gone in 20 minutes.
