ALDL connector not correct.

ALDL connector not correct.
At least it is NOT in the proper location. Just got this car, so i am still learning it. This car has an aftermarket CD/tuner installed,so someone has been in there. The ALDL connector is shoved up near the heater outlet port, under the center of the drivers dash. I can see it, get a hand on it, but cannot move it much. I sure know where it should be....
Just wondering how i get the lower dash panel loose, so i can get the ALDL port back to normal. Need to hook up to it, get codes out at least, then hook my scanner to it.
