I was wondering, is it possible to create 430HP 400lbs torque at the FW in a 350 LT4, from the addition of a CAI, set of LT's and 211/219 cam with 115cl?
Don't forget - it's not just about making a certain peak number. For real performance it's about making the most power over a broad range. To clarify - if you move your power band up to a range where you rarely run the engine and then lose power where you normally run it, you'll have lost "overall" performance. Sure it may haul when you redline it but how much time can you spend at redline? I'd take 375 hp and 450 ft/lbs over 430hp 400 ft/lbs any day.
dunno. but back in the day the factory offered an LT4 crate engine with the "Hot Cam" and rated it at 425 hp.
But crate engines are rated like 1970s cars, IE without accessories, seems like they are usually 50 to 70 hp higher than the comparable factory installed engines rating. I can believe 375 CHP installed .

That cam almost certainly does not have the legs for that kind of power; and the stock LT1 heads would be hard pressed to flow the air need to produce that power.
At the least, you'll want a cam with about 220* intake/exhaust duration, 110* to 112* LSA, lift about .550" and valve springs (capable to about .600") to handle that lift. Then, top it off with a good mail order tune.
That will get you real close.....even with the stock heads.
I was at 363rwhp with very mildly ported LT4 cylinder heads, LT4 HOT cam, Flowmaster cat-back exhaust, and an electric water pump. A little more porting and/or headers will hit your target with ease.
