If you stopped the Bouncing and ticking, your making progress.. When you say Mid 30's is this with the Vacuum connected? When you disconnect the Vacuum I believe the pressure will rise 5-10 psi.

ya that is with the vacuum connected, sense i have taken the plenum back off i havent started sense, did but i did do the pulsator bypass to see if it would stop the rapid drop after the pump stopped and now it only gets 10psi but it it is dead empty so i that could be the reason but i cant mess with it till the weekend sense i work all week
