How do you test a Power Brake Booster?

How do you test a Power Brake Booster?
Just wondering if I'm checking the power brake booster correctly? When I pull the vacuum hose off, the rpms go up. If I plug the hose they drop. When I put the hose back on, they drop just as if I plugged the hose. What do you think?

Use a Mytivac with a bunch of adapters and apply vacuum to the booster. You'll have to pump a lot because of the large volume. If it holds vacuum, it's fine. If it doesn't, it needs to be replaced.
