Default two questions in one!

1.) where can you buy or pick up the sock that goess over the fuel pump and
2.) where do you plug in the OBD I scanner? ...

any auto parts store will have them

and

in the ALCL under the dash right about where your right knee hits the lower hush panel. Pull the stepped square cover off and plug in.

You can get the fuel filter sock at Zip Corvette Supplies:

The ALDL port in under the steering wheel between your legs when in the driver's seat.

...and it's nice to put the year and pertinent options in the post so we don't have to go on a research project to figure out how to answer your question. C4s have varied greatly over the years so what applies to one may not apply to others.

As to where the ALCL (Assembly Line Communications Link) as GM used to call it -- which has evolved into the ALDL (Assembly Line Diagnostic Link) over the years -- is located, here's a pic (it's on the far right side of the picture, with the cover in place). Sometimes the cover gets lost over time and I have seen several posts where the connector was unscrewed from its mounting place and stuffed in behind the HVAC controller. I don't know why anyone would do this, but...
