1) Nope. The FP regulator works with an engine vacuum source. At normal idle, your engine experiences about 14-18 in-Hg of vacuum. At WOT, your engine experiences close to 0 in-Hg. Fuel pressure is regulated at all engine loads via the engine vacuum. As engine vacuum decreases, FP will increase.
2) Not always. Some cars run rich as they are. If your car runs too rich at WOT, backing off the FP can actually increase your performance. This is best done by tuning at a track and being able to tell what your plugs look like.
As Highhopes stated, fuel pressure is regulated all the time but it varies with engine vacuum. The regulator is referenced to intake manifold vacuum to take out the effect of the air pressure in the manifold on the injector flow rate.
Tuning by modifiying the chip is a better way than adjusting fuel pressure. The computer will readjust an changes you make to fuel pressure so any performance gains will go away over time.
