When I'm driving my 87
vette by a bridge or divider or anything that reflects sound I hear what I can only describe as a chirping sound - kind of like a bird. It seems to occur every second or so and continues when I put the transmission in neutral. I can't tell if its coming from the front or back. Any ideas?
Two things come to mind. One is the brake pads could be rubbing against the rotor. The other is the e-brake cable could be disconnected from the rear wheel(s). If the noise stops when you press on the brake then one of these could be the problem.

Have you lifted your hood?
Might it be coming from your alternator?
Sometimes diodes, and/or brushes can cause this 'bird like noise', when they are about to go on the blink.
My car also makes a chirping sound whenever I go WOT and the transmission shifts to 2nd. Sounds like its coming from the rear of the car, near the rear tires. :jester
My vote is for belt/pulley squeal. Have hood up, the a/c on- radio going, and have someone get in the driver's seat. Close the door and slowly acclerate the motor in neutral to about 1800- 2000 rpm and listen. If it chirps, turn off the a/c and do it again. If you're lucky you'll find the problem there.-J

Had a similar problem with my 90. The dealership I purchased it from installed new brake shoes. The "shoemaker" that installed them did not put in the little anti rattle thing-es and did not cut the rotors. the rotors were a little wobbly and as the wheel went round, it would lift the shoes and than drop them making the sound. Had the rotors trued up and installed the spring-ee things and noise went away!
