Center console and 4+3 Shift question

Center console and 4+3 Shift question
1988 C4, in the center console under the lid I have noticed what I think is a light, but it resembles a large fuse holder and is missing the bulb or fuse and appears to be melted pretty bad. Can some one tell me what is supposed to be embedded in that console lid please?
The rubber shift linkage pad has been pulled off the body, I removed the console assembly to see if I could secure that back down around the shifter. The one bolt that appears to be holding that down was not installed, If I reinstall the bolt it looks like the shifter will not reach 1st and 3rd gears (4+3 Trans) because that rubber boot just does not stretch forward enough. Is this a shift adjustment that was done to the car causing this issue?
Also the park cable is detached from the shift linkage assembly and since owning the car it has shifted ok.
