Do you hear the fuel pump turn on when the key was on? There is no "filler neck" so to speak on the C4. There is a chance your siphon hose might of knocked the wires or a wire off the fuel pump. There is no reset button. Was it running before you siphoned gas??
Did you wait between key on tries, you need to wait for a specific interval or the pump wont operate.. Not sure of the interval, might be as much as 5 min., make sure you hear the pump come on..
whoa, knocking wires off scares me now...
I did wiggle that siphon hose around quite a bit..
1) the fuel gauge reads full(though I only but in 5 gallons)
2) hearing no noise when I turn the key
3) car ran before I drained the tank
Sounds like you broke or damaged wires trying to move the hose around. The wires are directly below the fill hole. Check and make sure the fuel pump relay is clicking when you turn the key on. There is no specific interval to be able to cycle the key and get fuel to the rail. Just went through this with my 89.
The C4 fuel pump and sending unit can be all be done through the gas door opening. its pretty easy. there are 4 torx screws that hold the gas door assembly and then you remove the rubber filler neck cover. undo the 8-10 bolts and the hoses and the sending unit comes out of the top of the tank. Takes time but not hard to do. of course 84-89 are like this not sure about 90 and newer but I think they are the same.

The only wire going to it is definitely connected.

there should be a wire going to the fuel pump from the top plate and a wire going to the sending unit (gas gauge sender), then the other wite from the fuel pump should be hooked to ground on the assembly.
while you have it out anyhow you might want to ohm out the sending unit as well, i would say you should also test the fuel pump but i find that many will run out of the tank and seem just fine but not when pushing fuel, but at least could know if your wires were all making connections.

well I took off the fill cover & rubber matt, and found a BLACK wire that's in the same bundle going to the plate, just hanging in midair.
Stripped some insulation away & stuck it under a bolt-head.
Turned ignition on, but I hear nothing.
The Mrs was standing at fuel cap area and heard nothing as well.
What the heck did I do by draining the tank & removing/replacing the sender/pump?
