The balancer is a press ( tight ) fit on the crank
Plenty of SBC's didn't even have the balancer bolt from the factory

More likely to have problems ( age related ) with the rubber disintegrating and the balancer coming apart leaving the hub with
NO bolt still attached to the crankshaft

...And sometimes the outer ring of the harmonic balancer walks into the timing chain cover and grinds a hole in it (fixed with JB Weld about 10 years ago -- new cover on there now):
