84 (only ) does not have the fan controlled by the ECM at all
'85+ cars with ECM control of the fan(s) turn them off at road speed greater than 35MPH

I have seen this caveat in the 90 and later, but not prior to then. To the best of my knowledge it is not in the 85 thru 89? Teach me something?

It's one of the parameters in the data section of the ECM code. From my 1986 BUA disassembly:
