Bought a reman sport rack to put in and also got the 'Poly Rack & Pinion Mount Bushing' set. The Poly bushing set has 1 split bushing with a steel sleeve for the bolt-in portion and 1 circular donut for the clamp side. I just assumed you had to split that bushing to get it on the rack. Well, the new rack came with new rubber bushings installed and the donut bushing on the rack is also a one piece ring. How do you get those things on and off? I don't have a tool to get the bellows clamp off the end of the rack and don't want to destroy it trying to remove it and then re-clamp it. Will I destroy that Poly donut if I split it to get it on the rack or will it stay in place?

I ran into the same situation a month ago. It didn't take me long to decide that swapping to a poly donut bushing wasn't worth the trouble.
I took the dust boot off, but I have the magic tool for tightening the clamp...
I think you could do it with other tools and some ingenuity.
If you look at the clamp closely you will see a tiny tang that fits into a hole. You need to get that tang unhooked to get the clamp off. That involves unbending the "crown" to make the clamp effectively larger in diameter. Here's a closeup view:
