Car is an 87 coupe. When starting a right turn from straight ahead I have a momentary high effort at the steering wheel. This lasts for only a fraction of a second and then everything is normal.
My question is does this sound like a problem with the gear or the pump.

This could be a Spool valve located inside of the Rack and Pinion gear box.. I would try sucking out some of the old steering fluid from the reservoir and replacing it with new fluid for starters, the Orings and seals might be getting stiff..
That's inside the rack. Try some Lucas power steering treatment -- miracle stuff.
I did a search and couldn't find what I was looking for. Lucas USED to make two different power steering products, stop leak and treatment. I couldn't find the treatment anywhere. They do say that the stop leak also fixes the "hard spots".
