Something simple to install (well, as simple as it can be) and under $4,500, but preferably under $3,500. Please educate me on the subject as much as you can, or point me in the direction of some resourses that can.

Realistically, the basic GM crate engine will run you $1500 (195HP). Bump it up to something similar to what the 87 came with (aluminum heads, etc.) and you're looking at something like the ZZ4 crate motor which generally runs around $5k (350HP). Check out Summit or Jegs and see the engines they have to offer.

320-450 hp is not going to happen for 3500-4500 IMO. You will need headers, exhaust, an intake and a tune to start with. That alone will set you back 2000 or so.
Is the motor in the car bad now? If not, I would start with headers and exhaust. Is it an automatic? If so, install a shift kit and a higher stall converter.
