1994 opti seal leak

1994 opti seal leak
I have changed it before with no problem but this time around it leaks and leaks!!!
I pulled the opti and noticed the seal was pushed in and was not leaking
I reinstalled flush to the front once, in to the bevel once, pushed in where it was at first and not leaking but to no avail.
I read somewhere it has to be installed DRY??
Someone else says it has to be glued in.
Please help, I'm really getting tired of taking this thing apart and getting the same results!!!!
