Can anyone confirm the "Battery" and "Low Coolant"" lights should light briefly on th DIC when the ignition is turned to the on and/or crank position as a system check?
Also, should the "Service ABS" should light briefly, as well? Thanks.
These do not on my 91 coupe and I'm trying to figure if a problem or they only light when there is a problem. Thanks.
On my '87 when I turn the ignition to the ON position, I see the seat belt icon (along with the chime), the SES light, the Brake light, and the battery icon. The seat belt light goes out and the chime stops after a few seconds if I don't start the engine.
The SES light and the battery icon will go out with engine start and the Brake light will go out as long as the E-brake is not set.
I don't see the Low Coolant light (it does work) or the Service ABS light (it works too) with the ignition in the ON position but the engine not running. Of course it could be that the later C4's could have other lights that go on once the ignition is in the ON position.
The owners manual covers "key-on" bulb checks but I believe it addresses them separately and NOT a "list" of what should display for a "key-on". The '91 isn't available on line but if you wanted to check a '93 - it is and should be similar except for what ever it's comments for ASR. I don't recall if the FSM covers a "key-on" bulb check or not. I'd do this, with "key-on" no crank list what you have and check each.
'91 I would think SIR, ABS, LPTMS if equipped would be the only in the DIC, in the cluster "belts" and maybe low oil or if due change oil. On crank and start you should loose them all unless there's a "fault"!

All others are "Infl Rest", "Low Oil", "ABS Active", "Service Ride Control", "Service Engine Soon" that I expect to light up do so.
Not sure where to even start to diagnose the one's that don't. Any thoughts?

I doubt the ABS - I'd check further in maybe the FSM. I believe for the ABS the Service light should "light" momentarily in the "run" position but go out in a few seconds after start. I doubt the 4 - 5 MPH comment. Battery is a maybe I'd say and low coolant I'd think doubtful. You just need to wait I guess for some '91 owners to check in.
the "abs active light" does light up and the abs control valve operates for a brief second when you hit 4-5 mph after you just start the car. Service abs light might light at key on, but shouldn't light at any other time unless you have an issue...
Maybe your ECM is shot? How does the car run?
I cannot verify the rest completely but if you're struggling later on, I'll go give it a look on my 91. I do remember the battery light being lit when key on as well as the low coolant, etc, but i'm not certain.

I may have written it backward for the ABS lights. "Service ABS" does light at ignition on. "ABS Active" does not light at ignition on or at 4-5 mph. Thanks.

That would seem to answer the OP's questions - I'd guess the next move would be to scan the CCM for possible codes and if none you remove the DIC clean all of the contacts in the connectors and check bulbs (OP mentions the replacement of all). Connector condition and a good cleaning if the car has no crank, start or run issues is I'd think the next good move.
