not sure on this particular switch,but all older cars ive worked on had a spring loaded release on the back of the switch.you press it and the **** and rod pull out.
This isn't the best picture, but it should give you the idea. The yellow stuff is epoxy. I glued the **** on the shaft because it kept coming off. There is a slot on the bottom of the headlight **** that lines up with a spring clip that bites into the shaft and holds the **** on the shaft. You use a small screwdriver to pull that clip toward yourself and the **** comes off:

You have to take the dash pad off to get access to that release button. The release button is on the bottom of the switch, but the switch is turned on its side in Corvettes:
I recently changed the four bulbs in my instrument display. I was stuck fighting this ****. I found the answer on here and it comes off easy once you understand that spring needs depressed. I used a tiny flat head screw driver once the **** was pulled out headlights up. Next thing I did was order a new **** for $20 after looking at how old and worn mine was. Changing the bulbs was a little tricky but with the right tools a piece of cake.

I had it in a local shop for some needed dash removal and complicated work. I guess the **** didn't stay on so they used a good epoxy to glue it on. Need to order a new **** too if I want to use the light switch after the dash wood removal.

I glued my **** on about 10 years ago. I got tired of taking the dash pad off to get the **** and shaft out of the headlight switch so I ordered a new **** and broke off the old one. Now the **** looks "too new" -- it doesn't match the rest of the interior.
I did get around the need to take the dash pad off by making a hole in the side of the instrument panel. It gets hidden by the cluster bezel.
