If you're looking for "direct fit" '87 or earlier and 9 1/2" you need 38mm offset or something "very close". If you think about anything other than 38mm - ask!
AFS Wheels does have ZR-1 style wheels with the correct 38mm offset. These will be 17x9.5" and use 275/40-17 tires. This tire size is nearly identical in dimension to the OEM 255/50-16 tires.
"Real" ZR-1 wheels (17x11 and a 36mm offset) will work for the rear. The tire size is 315/35-17 but this particular size is getting hard to find. With the same size tires and wheels on all corners, you can rotate the tires for longer tread life.
Problem Is, I Also Need Good Tires For The Horsepower I Will Have For Traction. The Tires I Want Only Have Them For 9.5, Not 11. And The Stock Tire Diameter Is 28 Inches, These Would Be 25.6.

I think you need to check the stock tire diameter again. I run 275/40-17 and my speedometer is dead on. You can get 315/35-17 tires from Sumitomo or Nitto. The 275/40-17 is the same diameter as the 315's. You can also get the 315's in drag radials if you really need traction.
Just received my wheels from AFS a month ago with vredestein tires and they are staggered. They were $1698 including shipping 275/45/17 and 315/35/17.
Do you happen to have any well-lit pics from the back? I'm thinking about ordering this exact setup for my '84 but I keep flip-flopping between staggered and 9.5" all around for a few reasons:
1. Addl. cost of 315's
2. Want to make sure they don't look wrong/too big
3. Can't rotate easily
4. Limited supply of 315's/not sure what future holds
interested to know if any of those were concerns you also had.
