I've had a 383 I built myself that used an external balanced harmonic balancer, I got the 6.75 Professional Products balancer that comes with a removable weight so it will work either way. Now I have a 383 crate engine and it is neutral balanced in front and external in the rear, (flexplate) On that engine I have a Summit brand 6.75 balancer so a 383 can come either way.
As was mentioned scrap all ideas of cutting grinding and any other destructive behavior and just get the correct balancer, they are easy to find if you look.

If the balancer is barely contacting the crossmember and only at certain times, put a 2x4 under the oil pan, lift the motor up a quarter inch and use a die grinder to relieve 1/8" off the corner of the crossmember. That much won't affect its strength.
