Just bought the car over the weekend, want to get out some of the bugs. My headlights are stuck open and there's no vacuum lines running to the actuators. Can anyone give me a little knowledge here? Most appreciated.

You asked for a little, so here ya go: Unlike a C3, the C4 headlights motors are electric not vacuum.
There are two cables going to each headlight, one for light power the other for open/close motor power.
Prior owner may have had trouble with the motors/gears/bushings and simply unpluged the motor power.

Now that you set me straight, I want to mention that I checked fuses and there isn't one marked 'headlights'. What should I look for electrically to get them to go up and down?
From the drawing, you need to check for 12v on the red wires that go to the actuator relays and the grey wire that goes to the isolation relay.. All 3 relays are on support in front of LH wheel well.. If you don't have power on the 2 red wires you need to check the fusible links G and H by the bulkhead connector.. With the switch off you should have power on the grey wire of both motors and ground on the green.. With the switch on you get 12v on the green of both motors and ground on the white, you also operate all three relays..
