Brake makes hissing noise ?

Brake makes hissing noise ?
Just put new pads on front ( 93 ) know I have hard pedal and vacuum noise just when I step on the brake. I have done the test to check power boost and it passes all..?? The one thing different is when I turn the engine off with foot on the pedal...it gets really hard..and it comes UP about 1 inch.????? Any ideas. ..

Thanks for the reply..i was thinking the same but i have a great brake on the first push of the brake then after that, each one gets harder.
does that sound right ??
i do have the one way bleeder valves in so after i put the new pads in i just gave each side in front ONE push of the pedal to bleed them. power unit was fine until that ???

This sounds the same as what i did...i just sent for another unit and will do the gravity bleed this time...Thank's again for your help..
