Default C4 Headlight Issues (again)

I know there are a lot of articles on here and they have been a great help indeed. Quick synopsis of what is going on with mine:
1) when I got the car, only the driver side worked, up and down no issue.
2) replaced the 3 relays, same issue, only driver side worked.
3) read a zillion threads and found the plastic gear issue, so I replaced those with other plastic gears (bad call but hey i'm learning), however only driver side worked still..
4) replaced all the gears both sides with the bronze gears now.
5) Now even my good side seems to be physically blocked as the cover of the headlight seems to be slipping down, I will try and adjust this as it looks like this driver side wants to work again.
6) decide to manually roll up the two side, so I unplug the headlight motor connection on both sides, roll up the lights which takes time but goes smoothly, maybe a slight little grinding sound on the motor that has never worked.
7) awesome I can drive at night, and the look is not bad either with the lights popped open. However now when I turn on the headlights, my dash lights go off completely!

now I am about as bald as one can get, kind of dr phil like, but I don't have many hairs left to pull out! Can anyone try and explain this situation?

Possibly some of the washers may not have gone back in the same place although that seemed pretty logical where they went. I cant think of anything else other than maybe changing one motor passenger side completely.

Any insight would be very helpful, it's driving me crazy!!

Any experts ever want to visit Montreal let me know, all Canadian beer on me!!

Ummm, what year Vette???

You might try opening the HL motor power connector and jumpering +12Vdc & Gnd first in one direction and then in the opposite to see if the motor will run.
Just a quick tap of the +12Vdc should show if the motor is working.

All right will give that a try indeed. Yup it's an 87, I will add the car "in the garage" thought I did that a while ago.
Thanks for the quick response.

Get out your DVM or test probe and see if your getting power before and after the harness connectors. Mine give me fits and I have to keep cleaning the weatherpac connections with contact cleaner.

Thanks a lot for that tip. definitely a wet area. I'll try. Still cant figure out why when the lights are on, with the headlight motors disconnected my dash lights are out! OMG these electrical issues!!
