The stock TPI intake and exhaust are both very restrictive. These areas would be a good place to start. When I did the first round of mods on my 91 this is where I saw the biggest gains.

I was looking online at the vortex ram air it's like $170, and exhaust do you mean headers,cats the whole nine??, what about ECM tuning??
Vortex RamAir is not worth the price. Just cut the metal louver section out of the stock air lid cover and install any cotton gauze air filter you want for better airflow.
The Intake manifold and aftermarket Runner tubes can be ported to allow more airflow also, Long tube Headers really wake the L98 engine up!...

When I said the intake was restrictive I was referring to the runners, plenum and intake manifold. You can port the manifold and plenum, but the runner materials is very thin so there's no room for porting on them. Its pretty pricey, but many chose to replace the manifold and runners and port their existing plenum. As far as the air intake I'd just cut the louvered area out of the stock cover as GKK suggested.
As far as the exhaust, headers are definitely the biggest gain. Hedman and Hookers are fairly reasonable ($500-600) and other manufacturers go up from there. The rest of the exhaust is also pretty restrictive with the two y-pipes and a single cat design. If you're on a budget the LT1 system is a nice upgrade as it has true duals and larger diameter pipes.
You have to decide what the goals are for your car. If your just looking for a modest increase in power then the exhaust and intake mods mentioned might fit your bill. If you're looking for substantially more power then at some point you'll start considering aftermarket heads/cam and other intake options.
there are several threads as to what mods work and what ones dont...don't waste your money......it takes a few bucks to make it faster....no quick fixes.... good luck...
