Brake booster hissing

Well i have yet another issue with my recently purchased 89. Thanks to this forum i have narrowed it down to a brake booster leak. Hissing when i press on the pedal and it was stiff to begin with but has now gotten even worse. I am no mechanic but the housing doesnt seem to be cracked. Any where in particular i should be checking? The only thing that seemed off to me was where the fitting sits to the housing. Should it spin freely? It looks like someone has already played with it in the past. Here are a couple pics of what i am refering to. Thanks

If you put a vac gauge on one of those nipples what reading do you get?
Then wiggle that fitting and see if vac changes.

That makes sense but i dont have a vac guage. I will see if i can track one down. Any other ideas? Thanks

That's not the OEM check valve. I'd replace the valve and grommet.

After testing vac at that location I might disconnect the booster from vac source and see if vac to the booster improves.
