what would be the problem with the air not blowing through the vents only from the defroster on top.
What year Corvette? The vacuum leak is a good start. Based upon the year there are several different causes for the A/c not exiting the selected vents. If you have a late model C4 (96) besides the loss of vacuum as mentioned above there is a common problem with the A/c programmer module. This is located under dash board above accelerator pedal. It is hard to acess but once removed the fix is quite simple. also just in front of the battery there are three vacuum lines. Two go to the Cruise control module these are rubber hoses. The third is a plstic type vacuum hose which finds its way behind the battery and dissappears into the wire harness behind the battery. This one gets destroyed by the battery fumes and it deteriorates. You need to trace the broken end behind the battery inside the wire harness. You can buy new plastic tubing at the auto parts store and using a rubber copler conect to the broken piece at the harness. Then connec the other end to the vacuum line where the other broken end was attached.

Pull the rh plastic cover over the fuel rail. about 2/3 way back from the front you will see a vacuum port that comes out the side of the intake. There will be a plastic fitting that looks kinda like a pregnant T. One of the two lines out goes to cruise control diaphragm, the other to the climate control. They tend to turn to charcoal and break, causing the symptoms you desribe. If it is damaged, easy/cheap fix. About $6 at an Auto Value parts store. Just had the same issue on my '95. This fixed it. That other part mentioned earlier is not on the '95 or earlier models, and you have to stand on your head with a flashlight and mirror just to see it, so check the T I mentioned first.
The 1996 model year is famous for the collapsed rubber nipples in the HVAC programmer that cause the air ducts to not work correctly. The fix is to cut about 1/8" off the rubber nipples. I have also heard of people putting plastic tubing through the rubber nipples to keep them from collapsing. See this post, which shows the problem:

Its under the dash on the firewall above the accelerator pedal. It will have several vac. lines attached to it and its a real pain to get to. Might wanna take the drivers seat out and schedule an appointment with a Chiropractor before you start.
