Seems like the LT1/4 vettes of the 90's are somewhat being phased out as far as finding parts and finding places that do performance builds on them.If I wanted to have and insane horsepower motor built and installed and tuned, who would be the go to company/shop? Who still does these things for the C4?

Want insane power?
buy an EROD LS3 and a supercharger for it
More seriously though, AFR makes heads, Comp Cams still sells cams... 383 cranks are a dime a dozen out there...
Procharger still makes a supercharger for the LT engines (and L98 for that matter)
FIC has plenty of injector options, TPIS has a ton of injectors, header options etc.... Dewitts can keep her nice and cool...

As far as tuning goes..now that's another story.
The EROD is an engine for hot rods to meet California CARB crap.
If he wants a LS crate buy the LS3 525 HP. Thats the one I would buy.
He is in OK, no CARB there. LS3, long tubes, hi-flo cats=perfect!
525 right out of the box. Jesus. Even better... it won't suffer valve drop like an LS7
The LS7 valve drop has to do with poor driving/gear shifting. I have a friend in San Diego with a stock Z06, and it has 188,000 miles.
Last year we drove to NC for the Coca-Cola 600, drove Tail of The Dragon, and back to California.

No it will not bolt to the LT4 bell-housing, but Im sure there is an adapter plate for sale somewhere, and it will never plug to anything that is 15 years older.

.
Actually, Pete, the exhaust valve problem on the LS7 motors is about head castings that were produced for GM with a geometry issue along with poor machining. Some cars had this issue, some didn't. There have been cases where cars with only 1 or 2 thousand miles had more than the .003 exhaust guide allowed clearance. My 08Z06 was out of spec at 23,000 miles and GM paid for a new set of heads. I've been driving and racing manual Corvettes for decades and this is the first one with valvetrain wear issues.
Valve issues aside, the fact that an LS7 can ramp up nearly another 100 hp from 5k to 6K rpm is pretty damn cool for a NA street car. Couldn't imagine how fun one would be dropped in a C4.
