I DD my Vette and its about 50/50 city/hiway and I get a solid 22mpg on my "hiway" part of my commute to work. Average fuel mileage over a year is 16.7 mpg so doing the math it puts the city mileage right about where you are at. I pretty much just put around using the throttle to take my slot in traffic, beat a red light or goose it out of danger from the "You cant fix stupid" drivers around here.
If your about the same drivng as me and your average is that bad I would start with the basics. Check for codes first, then plugs, wires, cap and rotor. Check fuel pressure bleed down to check for leaky injectors.
Other than that, keep your foot out of it and see what happens!

we were at the end of a long empty road at the cul de sac....up came a white crown vic with something on the roof.....turned out to be a cab..the video got taken at the end when son in law got out...I was dizzy...like the old tilt a whirl at the fair....

actually average 18-19 during semi normal periods....the 7 is my "fun per gallon" rate.....
I see sub 8mpg when throttling ~25mpg at 40mph steady and ~ 28-30 mpg at 70mph.
16.4mpg city driving average.
Use your instant mpg and watch when it drops ... you'll soon see the every time you press the throttle it drops bad. Also think about gas milage this way too ... every time you hit the brakes it's like pouring gas on the road ... it's all wasted energy.
