Default Leaking injector

I found my fuel leak and its from an injector. Could this be the injector itself or just the o rings? I have an o ring kit for the injectors. Should i replace them all? Is it more or less necessary to get a fuel rail ring kit and do it at the same time. Also i checked my FPR first to see if that was the leak souce and when i disconnect the vac line from it my pressure goes up to 40 from 30 where it normally sits ( i have a guage mounted to the rail). I know 30 is low and thats another problem im trying to solve. Can i leave the vac line plugged off the FPR? Seems to run stronger with it off?! Thanks!

You need to replace the injectors. it is normal for fuel pressure to drop when vacuum is applied. That is how the system is designed. it will run rich in high vacuum situations without it.
