Idle is set too high..How do I readjust it...

Right now I have turned the screw on the throttle body in and yes this did work ....to a degree...the idle is now lower....BUT...only when I blip the throttle....something is catching or holding it back....
I checked the throttlebody thoroughly and nothing appears wrong...the one thing I did notice was that.....the throttle sticks when the car is turned on and running....but when turned off, the pressure and tension on the throttle cable is loose enough to allow the throttle body plates to close completely.
Could my computer and IAC be fighting what I did by turning the idle screw on the throttle body?
if so....whats the procedure to resetting the IAC.....if I remember correctly...you have to jumper the ALDL connector or something....
thanks
