Are there some other good scanners available that will do and program the computer settings like the gm Tech I? And if so can it be used on OBD2 as well? Does the Tech II able to do OBDI with a 12 pin ADL cable? Is there software to use on my laptop?

There is also an app for android phones called ALDLDroid. You need an ALDL Bluetooth adapter for that. The adapters can be used with Tunerpro on your laptop too.
Actron has a high end handheld scanner that is OBD2 but you can buy an ALDL cable for it. I think it is model #9145.
To reprogram a 1993, you have to remove the EPROM. 94-95 can be flashed. Did the Tech I's reflash? If you have an Android device, definitely look into ALDLDroid. I think there is a thread on here where someone installed a tablet in place of their radio and had a a screenshot of ALDLDroid running!
