Usually you adjust the TV cable (Transmission kick-down cable) ont he drivers sid, right by the intake plenum..
Im including a picture, which I modified from your sig pic.
Pull the throttle lever all the way down, by #2, while pushing in on the adjustor button at #1, and release the adjustor button once it pulled itself in place.
Then you can let go of #2 (throttle lever). This adjusts to normal settings.
I usually adjust mine liek this, but then move the TV cable a bit more back towards the back of the engine. This makes for a bit faster/harder shifts, but still let's me get FULL throttle.
If you misadjust your TV cable by too much you can actually damage your transmission..

Good Luck..

Mr Nuke!
I did that and my pedal is still only getting at 75 % open? So i dont know if something is stopping it (check floor mat!) seems like it is to long or something? like stretched out?

Are your throttle cable and cruise control cable reversed? My throttle cable is on the stud facing the plenum.

Also there are 2 holes on the throttle plate thing where it can be attached (at least it is that way on my '87). Maybe you can try putting the end of the cable in the other hole?

Yes it sounds like your throttle cable has stretched and it needs to be shorter. I found this to be true on my 120k miles vette. I swithced over to a Lokar stainless throttle cable system. That may be too costly for you. The throttle end has a ball on it that wraps around a pulley on the throttle body and there is NO adjustment there that I can see. *Lookin at stock set up on parts in garage*. The other end is fed through firewall and attached to the gas pedal. *Looks at that end for an adjustment.*. Suggests a new GM throttle cable.....
