What year? How many miles? How do you know they are both cracked? Was it overheated? Need some details.

well, a cam means pulling it to gain access and do bearings, to do it RIGHT.

I was looking today...

You can get all kinds of nice heads for < $750 a set. High flowing, big valves...200cc/65 2.02...even 2.05 !
Some used, some not a well known brand. Some bare head sets that ARE name brand for $300 a set. But you will spend another $400 in pieces and shop time.

Bottom line, you do NOT have to have $1500 in the budget for heads. Yeah, we all want new AFR top shelf heads but there are others out there that will be a BIG step UP from the stock GM heads.
anywhere from 10 to 20% increase in flow, direct fit

Engine is out, go with a cam. You won't regret it later.

If you are SURE the heads are cracked, by magnafluxing, then by all means I would replace the heads. BUT I would certainly make sure they are cracked prior to buying new or rebuilt heads. Money is short and times are hard-just do overdo the credit card!
