Let's cut the kid a break. He's only 18, so it's not reasonable to expect him to be worldly or all-knowing at this point. He just wants a decent Corvette, but doesn't want to go stone broke buying one. Makes sense to me and I'm only 62. Go figure.
I love all the advice you have here, but I would widen your horizons. There is a C5 Z06 FS on the forum for 19,995. That is way more car and way less trouble than any C4.
I own a couple of 93s and love them as well as having an 08 Z06, but my favorite Vette ever was my 01 Z06.

To the OP: if you have that much available cash, I'd forget an L98 in a 1980's C4 and start looking at a used CTS-V. Think stealth.
Don't know who is insuring your cars, but I'm paying $275 per year. Mine is a '92 and I have it registered as "historic" since it's more than 20 years old. That equates to low annual mileage which equates to low insurance premiums.

It was 400 every 6 months. I rounded. Also I'm 23 and DD my C4. Of course my insurance will be more than yours. But its substantially cheaper than the other cars I was looking to buy at the time like a LS1 F-body.
Message to the OP: I've read this thread with interest. I lost my mom when I was young also. She didn't leave me any money though. I'm now 72 and on my third vette. So here's some free advice. Never ever let strangers know you have any extra money. Never ever let friends know you have any extra money. And finally, never ever believe the odometer on a corvette unless you drove it out of the dealership and have had it pretty much in sight since. Use your eyes. Look at a few 40K mile cars then look at the vette and compare. There are no free lunches and there are dam few 27 year old cars with 40K miles on them. Good luck.
If you can't get a ZR-1 then get a lt-4. If not then I would personally go for a '91 l98 with a six speed.

First, are you looking for an automatic or manual transmission? Be aware that besides your driving preference, that the auto's got the smaller Dana 36 rear ends while the manual transmission cars got the bigger and more robust Dana 44 rear end.
A 91 is an very good combination; you can get the ZF 6 speed manual transmission and the MUCH cheaper to service and maintain L98 engine.
I have an LT4 and it's a wonderful combination, but it, or any LT engine is very expensive to maintain and service compared to the earlier, more conventional L98.
