If you were in my area, I'd suggest dyno tuning with Hitech Motorsport. Maybe you can give them a call and see who they know in your area? Assuming it is FL.

That is besides the point. If the injectors will not support the power, it might not be good. You need the injectors to have the right flow for the motor potential.
They tune on a dyno. I took my car there. Give them a call and see if they will do it without the car there. Hard to data log and do it through the mail, so to speak
Have a lunati cam. Eagle rotating assembly, new 24 lb matched injectors, opened up intake system.
Runs good 3000-4500. But idle is poor and low rpm is not so good.
Dui distributor.
Timing is rock solid.
Who is best vendor for custom burn?
Cam, Brand tells us nothing. Rotate is rotate. Stock heads? Zero deck block?
Flat tops - 2/4 valve relief - dome pistons? Compression 9, 10, gears?
TPI intake? Data logs? I would say you are leaning out from air volume. A base 383 would need 30lb Inj and a mandatory tune.

Stock exhaust manifolds. EG passages welded shut and ground smooth on the inside. NO cat dual exh with straight through semi mufflers.
Just looking for a nice streetable engine that gives you a little kick in the pants when you push of the gas.
Educate me. Do not want max HP not going to change heads just want to take it from here and get it tuned.
I take it your suggesting finding a vendor that can put it up on their dyno and tune it at the same time. I would need to pick the right injectors and have them installed first though.
So I've been getting conflicting advice that is why I ended up with the 24lbs not installed yet.

First off don't use stock injectors. Get the recommended size. Recommended by the programmer. He needs to know this. My 383 has 42 pph injectors. I know I will not run lean. Lean is BAD.
Find your tuner, ask him what you need for injectors, get them installed and send the car to him for tuning.
I prefer dyno tuning since it is hard to get the car on a track for tuning. Next best is to have them send you a tune, you datalog, send it to them, repeat till it is done. If they say they can write once and it is done, run like hell.
I'm not sure how TPIS does it. I would be nervous about a tune that someone writes off the top of their head without making alterations. I don't think that they datalog but if they do, go for it. To me it is like getting a suit made off some spec without making sure everything fits. Find a company that will dyno tune in your area or one that does it datalogging.
Well Clay said they take all the information from the build then use their years of experience to burn the chip.
It is guarnteed and if it does not work they will burn another until it does.
My car is stick 4+3 so shift points are not a problem.

Definition of "work" and how you would know? If by work you mean drive decent and probably not at it's fullest and verified by the butt dyno, yes. Will you leave something on the table? I'd bet so. Why? Because if I were tuning it that way, I would not maximize it without it being in front of me. If you are accepting of that, fine.

Correct, only the lockup for the 700R4, and the +3 overdrives is controlled by the ecm.

IIRC, you can get lockup with a 12V switch or run the transmission with just the TV cable but you lose the lockup, or am I looking at the wrong transmission?

You can modify the valve body to lockup in 4th gear. The ecm completes grounds. Grounds the injectors, fan relays, and TCC solenoids. The power comes from the brake switch that unlocks it when brakes are depressed.
