EGR = Exhaust Gas Recirculation.
When at part throttle the EGR system will reintroduce exhaust gases into the intake manifold. This helps to more completely burn some fumes from the exhaust for better emissions, and actually can cool cylinder temperatures.

Yup, reduces emissions of NOx. When cylinder temps get high, NOx levels in the exhaust increase. When exposed to oxygen, NOx will combine oxygen and other Hydro carbons (HC) and form smog.
If your car is subject to emissions testing, will likely fail.
