A friend has very lowered front, How to raise the front ?

Mohammed, I'm guessing your talking about a C4 Corvette.... stock front end or has it been lowered already?

Just one hit of your Saudi speed bumps will destroy that car. They are BIG, ask me how I know..

Coil-over suspension would give the most adjust ability to the vehicle.

...... You could put some spacers between the brackets and the engine cradle ... the '88 and later had some aluminum spacers about 5/16" thick on some cars ...........
