Default loose line

Hey guys

I bought my 86 vette few months ago and have just noticed a loose blocked line on the back passenger side of the engine. The car is running fine. I am just wondering where does it go and if it should be connected?
I have attached a photo of it

The heater system has been disconnected for some reason. Would that be a clue?

Yes maybe but step back about 2 feet and take another snapshot of each side of the engine so that everyone can see the entire side of the engine. Do left, right and maybe front.

I thought about heater also:

This should be I believe '86 heater hoses etc.

It must connect to the heater piping then.

I don't recall any heater lines off the back of the manifold, looks like it's behind the EGR and fuel pressure block.

I am NOT an L98 guy for sure so what is the pipe/hose at :15 in this video? The video is only :48 long so it will take less than a minute of your time. I was quite sure the OP's question and comment wasn't a heater hose either but I posted the hose routing (which I believe has errors on it) for the car. He asked so I tried to help. I'm somewhat curious myself.

Is there a vacuum port that exits the bottom of the plenum on the L98? HVAC vacuum maybe?

That's part of the "steam tube", which should connect to the heater piping with the heater water valve:
