Sometime between last fall and this spring I misplaced both sets of keys for our 93. The dealer got me a replacement. He said it had to be programmed. While he was looking at the instructions another "senior" parts man came by and told him it was no longer necessary to program a key. I took it home. It will turn the ignition lock all the way to the start position but it won't crank. HELP!!!!!
There is no programming. The IGN key has a resistor in it. Car will not start without the proper resistor key. There is a current active thread on this topic.
Get your money back from the dealership, since they don't appear to know what they are talking about.
Go back to the dealer with ID for yourself and proof of ownership for the car, explain what was done (invoice would be great) and ask the dealership to do a "key call" or "key code request".
It's possible that a '93 will return the VATS resistance code but it is NOT guaranteed. If it does come with the key request have them check the key you were sold to what is the on the request.
If the information and the key are a match then it's either a data base error OR a previous owner has had the CCM replaced and the VATS was changed. Either are possible OR there's another problem.
The VATS match isn't the only thing that controls "KEY ON START/CRANK".
reach under the front bottom of the seat and flip the wire then pull the seat bottom out. might be under there. I am getting older and is getting harder to get out. I have set the keys down to get out not to damage anything. And they ended up under the seat.

Lol, yep. Lost my keys for 2 days and found them under the seat.
