Default problems after injector swap

After swapping out the injectors in my 86 for new accel 21# units, the car won't run right. The car ran the way it always had before I put in the injectors, pretty well. I'm not leaking gas anywhere, so that's not it. I checked the vacuum lines and replaced one that was bad. I also double checked everything went where it was supposed to, but I'm not sure how accurate the diagram I went off of is. I am pretty sure it's a vacuum issue. The car will either not start at all, or if it does, the car won't idle and I have to pump the pedal to keep it running. It gave me codes 21 and 34, but I think this is because it's not starting. I don't get a SES light when the car is running, even when it's running badly. I don't think it's the fuel pump because it ran fine before.
I just checked the fuel pressure, and it is very low, around 20psi. The pressure was good before the swap. Also, while doing the swap, the intent was to bold on an adjustable regulator. The unit (bbk) turned out to be garbage and broke while installing it. Is it possible to have damaged the spring/diaphram while doing this, causing low pressure? Just an idea.
Any help would be great. BTW, I'm still waiting on the tranny governor that I think I broke when I swapped in my dana 44 3.45 rear end.

I think you narrowed it down to the regulator. A few things can go wrong if the regulator is not compressed uniformly as you tighten it down. And the 20 PSI is really low. I imagine that fuel is pouring out more than it is spraying out.

After checking the diaphram on the regulator for any tears or scratches, I found a couple of 1/8th inch long scratches, but they weren't all the way through the rubber. I went ahead and tightened the bolts that hold the regulator cover on, and managed to start the car after a lot of coaxing. The pressure was steady at 22psi and when the car was revved, it ran up to about 26 or 27psi. Not good at all. There was a strong smell of gas right around the regulator, but not hardly at all anywhere else in the fuel rail's vacinity, or anywhere else on the car for that matter.
Today, when the stores in the states are open, I'm going to order an entire regulator assembly and a new fuel rail 0-ring set for the rails for good measure. No sense in going halfway with this by just ordering the regulator diaphram.
This car's going to run and it's going to run well, if I have anything to do with it. You guys have no idea how bad I want to play with the gears. Hopefully my new tranny governor will come sometime soon too.
