Advice for LT4 rocker install?
I have been reading about all these rocker issues lately and am concerned.
I would assume that the torque spec is for the valve completely closed, so you'll want to make sure that the lifters are completely bottomed out on each cylinder before you torque them. If the lifter isn't bottomed out and you torque it you can collapse the lifter, or not compress the spring enough and it will too loose.

Here are the instructions:
a. Turn the crankshaft until the cast arrow on the crankshaft balancer hub is at the 12 o'clock position and the #1 cylinder is in the firing position (top dead center). You will see both the intake and exhaust valves on #1 in the close position. Adjust the following valves:
Exhaust: 1,3,4,8
Intake: 1,2,5,7
b. Turn the crankshaft 1 revolution until the hub arrow is at 12 o'clock. This is the number 6 firing position.
Adjust the following valves:
Exhaust valves: 2,5,6,7
Intake valves: 3,4,6,8
To make it easier to rotate the engine, the spark plugs should not be installed. This also prevents damage to the hub bolt and threads in the crank nose.
