It is an auto shifter, looks just like all the C4 auto shifters I've seen except for this thing. Put an ohm meter across the terms and got 56 ohms open or closed.

My guess is it is the mechanism used to lock the shifter if the brake is not applied prior to shifting or the device to prevent being able to start the car when it is not in park.
